政府采购制度实施以来,采购人在政府采购活动中的作用没有得到应有的重视,致使采购环节中采购人的责任缺位并引发一些问题.《政府采购法实施条例》的亮点之一是强调和突显采购人的主体地位和责任.财政部新出台的87号令《政府采购货物服务招投标管理办法》,也进一步明确细化了采购人的主体责任.在新政实施之际,作为采购人如何切实落实好主体责任,设计内部控制制度,行使好自主采购权,值得高校采购人思考和探讨.
