While doctoral programs have traditionally prepared graduates for academic careers, the evolving global academic landscape now demands a broader approach that equips students for diverse career paths. This study examines educational administration doctoral programs within the framework of dynamic capabilities, focusing on enhancing graduate qualifications and program competitiveness. The research was conducted as an exploratory case study at public universities in T & uuml;rkiye. In the research, program materials of 11 universities selected through maximum diversity and criterion sampling were analyzed. Interviews were conducted with 19 participants selected from the top six universities that most frequently used dynamic capabilities keywords in their programs. Data were analyzed using descriptive and content analysis methods. Findings reveal that educational administration doctoral programs demonstrate a rich integration of key dynamic capabilities concepts and can effectively align with the dynamic capabilities framework. Dynamic capabilities are primarily developed through faculty and advisor guidance, underscoring their talent-transforming roles. This highlights the necessity of qualified supervision, effective mentorship systems, and competent faculty in fostering dynamic capabilities. To strengthen dynamic capabilities development, universities should prioritize institutional leadership, enhance collaboration with public institutions, and implement practice-oriented, mentorshipdriven programs supported by clear employment pathways. These measures can help doctoral programs become more adaptive and competitive. Overall, this study provides a comprehensive understanding of how educational administration doctoral programs can gain competitive advantage by producing well-qualified graduates equipped with dynamic skills and offers practical insights for future higher education policy and program development.
This article explores the national role conceptions (NRCs) and underlying sources that Albania, Bosnia and Herzegovina (BiH), Kosovo, Montenegro, North Macedonia, and Serbia adopt in their foreign policy orientations. Applying Holsti’s (1970) role theory, we conducted a comparative and discourse-sensitive content analysis of leaders’ addresses at the United Nations General Assembly (UNGA) between 2008 and 2024. The analysis contends that leaders’ foreign policy discourse is shaped by a coexisting role tension between identity-missioned and conflict-oriented Balkanisation versus norm-missioned and cooperation-oriented Europeanisation. First, identity-missioned active independent and liberation supporter roles, with pertinent sources of international principles, perception of threat, humanitarian concern, and historical legacies, discursively reproduce Balkanisation across inter-state and regional levels. Second, norm-missioned role of faithful ally, grounded in sense of belonging, geographical location, humanitarian concerns, and economic needs, functions as a catalyst for cooperation-oriented discursive Europeanisation at the international level. Third, Serbia, redefining the role tension between Europeanisation and Balkanisation, emerges as a sui generis case. Belgrade’s distinct roles, excluding faithful ally and including anti-imperialist agent, and ever-changing interpretations of sources set it apart from other states.

Objective: Pathologic complete response (pCR) after neoadjuvant chemotherapy (NAC) is a strong prognostic marker in breast cancer and may guide de-escalation of axillary surgery. This study evaluates breast, axillary, and overall pCR rates in initially node-positive patients and examines clinicopathologic predictors of response. Materials and Methods: We retrospectively reviewed 212 women with cytology-proven node-positive invasive breast cancer treated with NAC followed by surgery between February 2019 and July 2025. Breast pCR was defined as ypT0/Tis, axillary pCR as ypN0, and overall pCR as simultaneous clearance of invasive disease in both regions. Associations between pCR and clinical stage, tumor characteristics, and molecular subtypes were analyzed. Results: Breast, axillary, and overall pCR rates were 32%, 61%, and 29%, respectively. Axillary pCR exceeded breast pCR across all subtypes (p<0.001). HR-/HER2+ tumors showed the highest overall pCR (72.7%), whereas HR+/HER2-tumors had the lowest (15.9%). HER2 positivity and Ki-67 >= 20% were significantly associated with higher response rates. Clinical T and N stage, focality, and multifocality were not significantly correlated with pCR. Axillary response was particularly high in HR-/HER2+ and HR-/HER2-subtypes. Conclusion: Molecular subtype is the strongest determinant of NAC response in node-positive breast cancer. The markedly higher axillary pCR rates compared with breast pCR highlight the possibility of axillary deescalation, especially in HER2-positive and triple-negative disease.
