The Dr. Rafael Belloso Chacin University (Spanish: Universidad Rafael Belloso Chacín, URBE) is a private university in Maracaibo, Zulia State, and one of the largest in Venezuela. The university was founded by its founding principal and superior council president, Oscar Belloso Medina in 1989.It has approximately 40.000 students in undergraduate, graduate and other courses offered by this university and these are divided into 5 faculties from which they derive 9 schools that are taught in 17 runs and 25 graduate programs. It also has a line of media which are: TV URBE, a television station dedicated to the university; URBE 96.3fm, radio station 96.3 FM frequency for the state of Zulia, and an official web portal.
El objetivo general de la investigación fue analizar la gerencia de proyectos sociales y la democratización de la compra pública en contextos institucionales. El desarrollo del método fue mediante la indagación, recolección y análisis crítico documental y referencial bibliográfico, basándose en la exploración metódica, rigurosa y profunda de diversas fuentes documentales conformadas por artículos arbitrados. Se empleó como técnica la revisión documental. Se recurrió, además, al método inductivo-deductivo. En conclusión, no solo se requiere de modificaciones legales para que la compra pública en entornos institucionales sea democratizada, sino también de una gerencia sólida de proyectos sociales que funcione como un puente participativo. Las entidades deben lograr que sus procesos de compras sean transparentes, accesibles y alineados estratégicamente con el bienestar común.
This research aims to analyze neuroplasticity as the foundation of disruptive leadership in order to propose managerial strategies that transform organizational culture and enhance business agility in rapidly accelerating contexts. In environments characterized by technological volatility and globalized competition, organizations face an urgent need for leaders capable of catalyzing profound changes in collective mental models. Neuroplasticity is defined as the brain's capacity to structurally and functionally reorganize its neural connections through experience, learning, and exposure to novel stimuli (Doidge, 2007). Disruptive leadership is characterized by questioning the organizational status quo, driving radical innovations, and reconfiguring cultural patterns through systematic experimentation and strategic tolerance for failure (Rahaman, 2024). A descriptive documentary-bibliographic methodology was employed, with a systematic review of 42 indexed academic sources (2018-2026). Thematic-comparative analysis and proactive integration were applied using an adapted PRISMA protocol (Moral-Cuadra et al., 2021). The results identify five operative neuroplastic mechanisms: strategic planning, controlled exposure to ambiguity, disruptive emotional regulation, multisensory narratives, and unlearning microhabits. These mechanisms develop key competencies for transformational leadership. The study concludes that neuroplasticity positions disruptive leadership as a biological lever for organizational change, enabling the systematic conversion of environmental disruptions into sustained competitive advantages through the reconfiguration of cognitive and cultural patterns.
In an increasingly uncertain world and in the face of new organizational challenges, the importance of strategic planning is vital to catalyze the future of current decisions within organizations. This research addresses the topic of Strategic Planning, and its purpose is to analyze strategic planning as a functional tool for the success of public organizations in the state of Zulia. The research was descriptive, with a non-experimental, cross-sectional, field design. We worked with a population of eight (8) managers from the planning, budget and management department. A questionnaire was applied, validated with an expert judgment, Cronbach's Alpha reliability (0.94). The results demonstrated the need to analyze and evaluate the formulation indicators, to promote information on the mission and vision of the planning management, as well as to carry out internal and external evaluations, as well as strategies for the effective development of organizational processes. Alarming assertions were evidenced for the sector under study, those responsible for strategic planning carry out imprecise planning. Concluding with the importance of promoting internal and external evaluations where strengths, weaknesses, opportunities and threats are identified and evaluated. These factors must be considered for the development of organizational designs and the analysis of the selected strategies, in order to achieve the objectives of the department and the planning management.
La innovación tecnológica desempeña un papel esencial en el impulso del desarrollo de los países, al facilitar la modernización de procesos y la adopción de herramientas electrónicas de última generación. Este progreso, aunque representa un motor clave para el crecimiento de las sociedades, también trae consigo consecuencias que deben ser atendidas, como el incremento sostenido de residuos electrónicos producto de la constante renovación de dispositivos. El mal manejo de estos desechos constituye un problema global, cuyos efectos se traducen en un deterioro progresivo de las condiciones ambientales y en riesgos significativos para la salud de la población. En el contexto venezolano, la acumulación de residuos electrónicos ha alcanzado niveles preocupantes, en parte debido a la ausencia de sistemas eficaces para su gestión. Esta situación plantea la urgencia de implementar estrategias innovadoras que permitan enfrentar este desafío de manera responsable y sostenible. En este contexto, la inteligencia artificial se presenta como una herramienta clave para optimizar la gestión de estos desechos. Mediante algoritmos de clasificación inteligente, visión por computadora y aprendizaje automático, la IA permite identificar componentes reutilizables, automatizar procesos de reciclaje y reducir los costos operativos.
This article analyzes the role of university teachers in the digital age and the challenges they face in the Latin American context, which is characterized by technological inequalities, demands for innovation, and the need to preserve the human dimension of education. The constructivist approach and active methodologies are highlighted as key strategies for promoting meaningful, collaborative, and more contextualized learning. Likewise, the importance of developing socio-emotional skills, empathic communication, academic integrity, and ethical training as pillars for sustainable and humanized teaching is emphasized. The study was developed with a qualitative approach, within the interpretive paradigm, whereby both the type and method were phenomenological, seeking to analyze the role of the teacher from the voices of key informants, with 10 teachers from different Latin American universities expressing their opinions on the subject through interviews. The results allow us to understand the 21st-century university teacher as an agent of change who integrates science, technology, and social sensitivity to contribute to educational innovation and promote a more equitable higher education, with creativity, immersed in the common good in Latin America. It is concluded that university teachers in the digital age face a task that is both deeply challenging and hopeful; their role is no longer limited to the transmission of knowledge, but expands to mediation, innovation, and the comprehensive training of human beings
