The digitalization of travel documents through the M-Paspor application has transformed Indonesian immigration administration. However, the hybrid nature of passport services, which combines digital registration with face-to-face verification, requires an evaluation that goes beyond technical performance toward substantive public value creation. This descriptive-exploratory qualitative study analyzes how information quality, system quality, and face-to-face service quality interact with user satisfaction to shape public value in travel document services across five Immigration Offices in Jakarta. Informants were selected purposively and consisted of 20 participants, including immigration policymakers, frontline officers, and citizen users. Data were collected through in-depth interviews, structured observations, and document review, and were analyzed using the interactive model of Miles, Huberman, and Saldaña. The findings show that accurate information and reliable systems provide administrative certainty, but public value is weakened when upload instructions, quota information, and server performance are inconsistent. In hybrid service delivery, responsive and empathetic frontline officers function as a corrective layer that converts technical convenience into satisfaction, trust, compliance legitimacy, and operational capacity. The study concludes that public value in digital immigration services is produced through the integration of reliable digital infrastructure and human-centered service quality.
Digital transformation in regional financial planning and budgeting requires integrated data, substantive validation, process traceability, and accountable decision-making. However, the Regional Government Information System has not fully resolved limitations in data quality, substantive validation, interoperability, system stability, user capacity, and evaluation traceability. This study aims to analyze the existing digital governance of regional financial planning and budgeting, identify factors affecting effectiveness and transparency, and formulate a digital governance model. A qualitative approach with an embedded single-case study was conducted at the Directorate General of Regional Financial Development. Data were collected from 16 purposively selected informants through in-depth interviews, non-participant observation, and document analysis, followed by data condensation, thematic coding, data display, and verification. The findings show that digital governance has shifted regional budgeting from fragmented arrangements toward a more integrated and standardized ecosystem, improving procedural effectiveness and transparency, while substantive weaknesses remain in data quality, validation, audit trails, evaluation tracking, and interoperability. The novelty is the Integrative-Substantive Digital Governance Model, which positions digital governance as a socio-technical and institutional ecosystem integrating data quality, traceability, interoperability, accountability, and central-regional collaboration to strengthen regional budget governance.
Limbah perkotaan adalah salah satu masalah serius yang dihadapi negara berkembang, termasuk Indonesia. Pengelolaan limbah yang tidak optimal dapat menyebabkan berbagai dampak negatif, seperti masalah kesehatan, munculnya bau tidak sedap, pencemaran tanah dan air, serta penurunan kebersihan dan keindahan lingkungan. Studi ini bertujuan membandingkan metode pengelolaan limbah di Jakarta dan Singapura dari perspektif Undang-Undang No. 32 tahun 2009 tentang Perlindungan dan Pengelolaan Lingkungan serta Peraturan Provinsi DKI Jakarta No. 4 tahun 2019 tentang Pengelolaan Limbah. Metodologi yang diterapkan adalah tinjauan pustaka dengan pendekatan deskriptif kualitatif yang bersifat komparatif. Data dianalisis dengan merujuk pada regulasi, pelaksanaan kebijakan, dan keterlibatan komunitas. Temuan menunjukkan bahwa regulasi di Jakarta cukup solid, tetapi pelaksanaan dan penegakannya masih lemah. Sementara itu, Singapura berhasil melalui integrasi kebijakan, teknologi, dan partisipasi komunitas. Sebagai kesimpulan, keberhasilan dalam pengelolaan limbah tidak hanya bergantung pada regulasi, tetapi juga pada konsistensi pelaksanaan, inovasi, dan kerja sama dari semua pihak. Rekomendasi studi ini adalah melakukan perbaikan sistemik di Jakarta guna mencapai pengelolaan limbah yang berkelanjutan.
The digitalisation of public financial management in Indonesia has progressed through the development of integrated financial information systems, including the Sistem Aplikasi Keuangan Tingkat Instansi (SAKTI) at the work-unit level. This article analyses the implementation of SAKTI at the Immigration Polytechnic as part of public financial management reform through e-government. The study aims to examine how SAKTI is implemented in financial management practices, identify technological and organisational challenges affecting its effectiveness, and formulate strategic measures to strengthen its contribution to efficiency, transparency, accountability, and evidence-based decision-making. This study employed a qualitative single case study approach using semi-structured interviews and document analysis. The DeLone and McLean Information Systems Success Model was used as an analytical framework to organise findings related to system quality, information quality, service quality, system use, user satisfaction, and net benefits. The findings indicate that SAKTI has improved the integration, standardisation, traceability, and auditability of financial transactions. However, the implementation still faces socio-technical challenges, including unstable internet connectivity, system slowdowns during peak workload periods, limited continuous training, uneven digital literacy, and the need for more responsive technical support. The study suggests that SAKTI implementation should be strengthened through improved technical infrastructure, tiered and continuous capacity-building, responsive support mechanisms, stronger leadership commitment, and more strategic use of financial data for institutional decision-making.
This study aims to analyze the content of SITABAH messages, measure community digital literacy, and develop and conduct a limited trial of adaptive message prototypes to improve disaster communication effectiveness. A mixed-methods approach was applied, consisting of content analysis of 10 SITABAH messages from disaster events in January 2024, a digital literacy survey of 150 respondents across six sub-districts, in-depth interviews with system managers and community members, and a prototype trial with 50 respondents. Data were analyzed using descriptive quantitative and thematic qualitative techniques with triangulation. The findings indicate that SITABAH has not functioned optimally as an early warning system: no messages contained early warnings, most focused on victims and damage, instructions were general, and no visual elements were used. The digital literacy survey revealed relatively high levels of information access (64–80%), but lower levels of message comprehension (56–72%) and readiness to act (48–60%). Prototype trials demonstrated that visual and interactive formats were clearer and more effective in encouraging readiness to act compared to standard text. The study concludes that SITABAH’s effectiveness can be enhanced through the integration of early warning features, adaptive message design, improved digital literacy, and the development of a multi-channel SITABAH.
