Vladivostok State University of Economics and Service (Russian: Владивосто́кский госуда́рственный университе́т эконо́мики и се́рвиса), or VSUES (ВГУЭС), is a university located in Vladivostok, Russia.Over 17 000 students from Russia and abroad study at VSUES. It has 68 bachelor's programs, 20 master's programs, 22 Ph.D. programs, and 8 technical programs. Programs are in areas as diverse as economics and business, design, management, tourism, engineering, and international studies.
This work addresses the problem of navigation safety for vessels whose routes, fully or partially, pass through ice-covered waters. The paper considers a route planning problem, the optimization criterion for which is the degree of ice impact on a moving vessel. A number of simplifying heuristics are adopted in solving the problem. First, the set of vessel routes is described by a weighted graph. When constructing the graph, the nature of the ice cover is taken into account, identifying ice sections with similar properties. In these sections, the vessel's route is typically straightforward. Second, the nature of the interaction between the vessel and the ice, in terms of the difficulty of navigating a particular section of the route, is described by a relative scale, which is used to assign edge weights to the graph of possible routes. This model corresponds to the characteristics of modern data sources for solving the problem under consideration-information services based on satellite monitoring and providing data on ice conditions in tabular or graphical form. As a result, the vessel's route is designed to minimize movement through ice-covered areas, while achieving acceptable computational complexity of the algorithm. The paper provides examples of route planning for vessels of various ice classes in the Eastern Arctic and the Sea of Okhotsk, confirming the feasibility of solving the problem using the proposed method.
The purpose of the study is to develop a comprehensive program for the development of coordination abilities in primary school children with mild intellectual disability through adaptive swimming with elements of water-based motor activities. Research methods and organization. Methods of analysis of scientific and methodological literature and a sociological survey were used. The developed comprehensive program was tested at the swimming pool of the Municipal Budgetary Institution of Additional Education "Sports School Temp" in the city of Artem, Primorsky Krai. Research results and conclusions. In the process of implementing the developed comprehensive program, it is expected to develop coordination abilities and swimming preparedness in primary school children with mild intellectual disability. The comprehensive program combines effective exercises for the development of coordination abilities in children with mild intellectual disability: water polo tools are aimed at developing the ability to orient in space and the ability to differentiate muscle efforts; freediving elements are aimed at developing the ability of reaction speed and spatial orientation; aqua aerobics elements are aimed at developing rhythm and coordination of movements.
Introduction . The article examines digital transformation as a tool for reducing migration outflow from the Russian Far East, based on the experience of Primorsky Krai. The goal is to identify the potential of digitalization for retaining human capital in the region through remote employment and adaptation to labor automation. The scientific novelty lies in empirically demonstrating the competency gap between technological challenges and the population’s low adaptability. The study analyzes respondents’ experiences in upskilling in digital literacy and artificial intelligence. The relevance is argued through systemic depopulation, demographic age imbalance, and unrealized opportunities of the digital economy. Methodology and sources . The research uses the Frey-Osborne model for predicting occupational automation. Empirical data were derived from a 2024 Q2 door-to-door survey across all municipalities of Primorsky Krai (n = 3484), conducted by the authors via the Primorsky Research Center for Sociology and Civil Initiatives. Quota sampling ensured sociodemographic and geographic representativeness. Analysis focused on labor activity, digital literacy, and migration attitudes. Results and discussion . Findings reveal an adaptation crisis to digital transformation. While most respondents are aware of AI, few received relevant training. Despite Frey-Osborne’s high-risk automation forecasts, a significant share of respondents denies that their occupations are susceptible to automation. Paradoxically, those planning career shifts target high-risk sectors (services, trade, construction), exacerbating unemployment risks. The discussion highlights the mismatch between technological readiness and implementation capacity. Conclusion . Overcoming the adaptation crisis requires infrastructure development, educational program modernization, and regional branding. Digitalization is considered as a key "anchor" capable of migration outflow from the Russian Far East due to the development of remote employment and overcoming geographical isolation.
Subject. This article focuses on the management of regional human capital. Objectives. The article aims to develop methodological foundations for managing human capital based on the pattern of human vulnerability in the region. Methods. For the study, I used the methods of theoretical and critical analyses, axiomatic and graphical methods, and the method of extrapolation. Results. The article expands the concept of vulnerability and adaptation of its main features in the field of regional human capital management. The study develops the concept of human vulnerability patterns in the region and presents a basic practice-oriented model of human capital management. Conclusions. The application of the obtained results can help develop effective measures to mitigate the negative impact of a stable set of regional factors on the opportunities for a person as a bearer of human capital.
Subject. This article discusses the processes of formation and implementation of an adaptive organization management system in the context of digital economy. Objectives. The article aims to determine the methodological foundations for adapting a modern organization to the digital economy conditions. Methods. For the study, we used the formal-logical methods and dialectical, functional, and systemic approaches. Results. The article examines the term Digital Transformation, systematizes management principles, and provides a comparative analysis of traditional and digital approaches to organizational management. Conclusions. In the context of digital economy development, there is a shift from traditional theoretical tools to innovative ones. The studied theoretical tools can allow for the methodological framework development for enterprises growth in the digital economy.
