
Since the release of the Opinions on Strengthening the Governance of Science and Technology Ethics by the General Office of the Central Committee of the Communist Party of China (CPC) and the General Office of the State Council in 2022, ethical governance has gradually become an integral part of national science and technology (S&T) governance and has received high attention from the CPC and the state. Scientific, technical and medical (STM) journals, as an important subject in the ethical governance of S&T, should abide by the consensus and norms of the publishing industry and play their own roles in the collaborative governance of S&T in the new era. On this basis and in view of the problems and challenges faced by STM journals in the new era, this paper proposes that Chinese STM journals should change their minds to further promote their function and introduces specific measures to realize such changes.
Science and technology (S&T) ethics is the base for promoting the healthy development of S&T, and the governance of emerging technology ethics has become an important part of global S&T ethics governance. This study discusses the ethical governance of leading technologies of the new round of the scientific revolution, such as artificial intelligence, human gene editing and stem cell technology. We analyse the approaches taken by international organizations such as the United Nations, the European Union, the World Health Organization and the International Society for Stem Cell Research, as well as the practices of the United States in the fields of emerging technologies. Based on this analysis, we propose relevant policy recommendations.
Value dissemination in science and technology (S&T) communication is not only a crucial component of the overall S&T ethics governance system but also a significant means to effectively convey the connotation of S&T ethical values. This study examines the significance and inherent characteristics of the dissemination of S&T ethical values in S&T communication, analyses the key values that need to be disseminated while considering its unique process, and discusses the prominent issues and challenges faced by contemporary S&T communication in achieving value dissemination. Finally, it proposes governance principles for S&T communication to realize the dissemination of S&T ethical values.
As an important driving force for a new round of scientific and technological revolution and industrial transformation,the dig-ital economy has become an important engine to promote the development of new quality productivity.Therefore,this paper focuses on the innovation of electronic information industry,the core industry of digital economy.Based on the analyst reports of the top 100 enter-prises in the electronic information industry listed in A-shares,this paper uses the method of text information mining to examine the bas-ic characteristics and development trend of the overall innovation and innovation types in China's digital economy.The results show that the overall innovation of the core industries of China's digital economy is currently showing the characteristics of rapid progress,radical innovations in many subdivisions such as 5G technology,chip manufacturing,artificial intelligence and other fields burst out,and in-cremental innovation and integration of self-developed disruptive technologies in the fields of lithium batteries,electronic display and optical fiber and cable have achieved a typical sense of"curve overtaking".More importantly,the method of measuring innovation based on the text information mining of analyst reports not only overcomes the problems of patent strategic disclosure and patent informa-tion lag in the digital era,but also makes up for the technical omission of the measurement of patent innovation that has not been pub-lished,which is a new breakthrough in methodology.

Based on the perspective of continuous specialization and dynamic evolution of industrial technical system,we systematically summarize the formation process of key part of core technology combined with cases and focus on analyzing the targeted design activities of advantageous subjects or smart subjects.Also,we analyze the data platform technology derived from modern production process by in-tegrating information technology,analyze the process mechanism of its generation,and reveal its important attributes such as first-mover advantage and difficult to reverse.Based on the basic logic that the Internet acts on the social production process,we expound the composition and main types of the key part of core technology in the intelligent age.By refining the common characteristics of the evolu-tion process of key part of core technology and identifying the evolution direction and objectives,the general law of its evolution and the future development trend are summarized,and the relative policy suggestions are put forward.
The paper used grounded theory to conduct an exploratory analysis of the motivations in the formation of Research Joint Ven-tures(RJVs)and how to drive industry transformation and upgrading.Based on theoretical analysis,the paper set up a theoretical model to analyze the effect and mechanism of RJVs on industrial transformation and upgrading.We find that RJVs drive industrial transforma-tion and upgrading through three synergistic paths of knowledge chain,value chain,and innovation chain,which are divided into ab-sorption-type RJVs,catch-up-type RJVs,and innovation-type RJVs,acting in the primary,shaped nucleus,and diversified transfor-mation and upgrading stages of industries in National Innovation Demanstration Zone(NIDZ).Combining two typical cases of Zhong-guancun NIDZ and Shanghai Zhangjiang NIDZ,we further reveal the mechanism and characteristics of RJVs driving the industrial trans-formation and upgrading of NIDZ.
In order to scientifically predict the talent demand of China's new energy vehicle(NEV)industry and provide reference for the construction of China's NEV industry talent team,talent demand of NEV industry was predicted in the way of qualitative and quantita-tive analysis.First,NEV industrial talents were clarified and divided into 5 types,which are leading talents,research and development(R&D)talents,production and manufacturing talents,sales and service talents and other talents.Their new feature de-mands were also put forward.Next,R&D talents of NEV industry were further focused on,which are the incremental part of NEV in-dustry talents.They were classified into 6 different groups,which are material/process engineers,structure/hardware development en-gineers,performance development engineers,system integration engineers,test engineers as well as operation and maintenance engi-neers.Then,a prediction model with hierarchies and indexes was constructed to forecast their quantity demand from 2023 to 2025.Prediction results were shown considering 3 possible situations of China's NEV industry development,which are fast development,steady development and slow development.The R&D talent demands from 2023 to 2025 are separately 227000 to 260000,244000 to 287000 and 261000 to 314000.
Based on the panel data of 30 provinces in China from 2011 to 2020,this paper uses bilateral stochastic frontier model to verify and analysis the bilateral effects of digital economy on regional innovation efficiency gap.The research results show that digital e-conomy development has the Matthew effect and the convergence effect on regional innovation efficiency gap,and the convergence effect is stronger than the Matthew effect.In general,the development of digital economy is conducive to bridging the regional innovation effi-ciency gap.During this period,the Matthew effect of the influence of digital economy was gradually weakened,while the convergence effect was gradually enhanced,and the net effect showed a U-shaped time distribution characteristic from positive to negative.At the same time,the digital economy has significantly narrowed the innovation efficiency gap among the three major regions,but the net effect intensity shows a gradually decreasing trend in the East,West,and Central regions.Besides,the net effect shows a continuous decreasing trend with the improvement of human capital,infrastructure,and financial development level.The above conclusions are of great significance for narrowing the regional innovation efficiency gap in China.Several measures should be taken to accelerate the devel-opment of regional digital economy,implement differentiated digital guidance and support strategies,and improve the quality of innova-tion environment,so as to enhance the bridging effect of digital economy on regional innovation efficiency gap.
The development of a new generation of AI industry has become a new driving force leading a new round of scientific and technological revolution and industrial transformation in China.The article select 1085 central and local AI industrial policies in China,use social network analysis,content analysis,text mining and other methods to compare and study the general situation and change trend of industrial specific and macro policies.It is found that the policy strength of China's AI industry continues to increase,and the policy effectiveness is significantly improved.The local industrial policies are characterized by regional differentiation,and the special policies of many provinces and cities in the northwest are still blank.Local policies are highly diverse and innovative,and the participa-tion of non-governmental sectors such as business groups and social organizations is increasing.The coordination of industrial policy sub-jects is insufficient,and the combination between central and local governments needs to be broken through.Standards and intellectual property have become important industrial policy tools,and the structure of industrial policy tools needs to be adjusted.Transportation,medical care,business and trade will become the direction of future policy formulation.Finally,the article puts forward a governance system framework of AI industry under policy embedding and corresponding enlightenment.
Relying on digital technology,the digital social innovation(DSI)has rapidly developed into an emerging social innovation mode.DSI uses digital technology to solve social needs and challenges faced by modern society,therefore it can further enhance people's welfare and promote social progress.Although many theoretical and practical studies on DSI have become a hot topic abroad,research in this field is still scarce in China.This paper collects 919 cases and 120 projects from abroad and classifies categories and features of for-eign DSI practices,based on practical perspective.Research results show that the practice fields of DSI can be divided into seven parts including digital democracy,regional development,social inclusion,employability and opportunities,education,healthcare,and environment improvement,and further analyzed the differences in DSI practices between developed and developing countries.Through analysing the DSI projects,the article extracts four features of DSI named as inclusiveness,interactivity,diffusion,and technology.In addition,the paper concludes the implications of foreign DSI practices for China.
The fast growth of Internet platform economies not only spurs fast economic growth,but also brings problems.It is necessary for the government to monitor and guide the growth of internet platform companies.Therefore,how Internet platform companies choose appropriate growth paths to achieve sustained profitable growth is an important question for both scholars and practitioners.By investiga-ting the growth history of 151 domestic and foreign Internet platform companies,this study identifies three different growth paths and di-vides them into eight sub-categories.This study compares the growth paths of three types of Internet platform companies,selects specific cases and summarizes their characteristics.The findings provide evidence for the government to design relevant policies and for compa-nies to choose appropriate growth strategies,and also provide basis for further study of the growth of platform companies.
The research on the development model of a major world center of talent and innovation is an important topic of talent work in the new era.It is analyzed that the existing talent and innovation development models mainly include policy guidance model,enterprise development model,education development model,research institution development model and self-development model of scientific and technological talents.The research finds that there are problems in talent selection,talent motivation,science and technology poli-cies,college training and international communication in the construction of a major world center of talent and innovation.Some sugges-tions are put forward for building a collaborative innovation system of government,industry,university and research and strengthening international exchanges and cooperation.
The European Union(EU)is an important advocator in promoting gender equality in research and innovation.In the past few decades,the EU has always listed promoting gender equality in research and innovation as a priority and an important strategic is-sue.Based on a series of studies,it has reached a number of policy consensus,which has greatly improved gender inequality in re-search and innovation.Based on the policies,reports and data of the EU to promote gender equality in research and innovation,this pa-per systematically analyzes the main challenges to gender equality,and the policy adopted to deal with the challenges,summarizes its experience and provides some suggestions for China.
Strengthening national strategic scientific and technological forces is of great significance for improving the national innovation system and enhancing the overall effectiveness of the national innovation system.According to analysis of the inherent logic of scientific and technological innovation,this paper points out that there is a coupling relationship between"innovation chain main construction and industrial chain main battle"within the innovation organizations.On the basis,this paper deconstructs the national strategic scientific and technological forces into"main construction force"and"main battle force",and further explores the relationship and coupling mechanism of each component.This paper aims to provide reference for the formation of systematic advantages of national strategic scien-tific and technological forces.
New infrastructure is an important initiative to cope with the current epidemic impact,trade barriers and economic downturn,and to support the innovation-driven development strategy.This article uses the content analysis method to carry out content coding,sta-tistical description and quantitative analysis of the new infrastructure policy texts of 31 provinces in china(excluding Hong Kong,Ma-cao and Taiwan)from the perspectives of policy tools and innovation value chain,to compare and analyze the application differences of policy tools for new infrastructure and the application of different links in the innovation value chain,as well as the cross-effects of the two.The research found that the distribution of new infrastructure policy tools is more obvious,mainly focusing on supply-oriented and environment-oriented policy tools,and there is a structural imbalance in the specific combination.Policies mainly focus on the research and development links of innovation value chain,and the relevant policies in the industrialization and marketization links are insuffi-ciently applied.There are obvious differences in the application of different types of policy tools in each link of the innovation value chain.In view of the problems existing in the local government's new infrastructure policy,corresponding optimization suggestions are put forward.
Among existing studies,it's widely believed that developed countries own strong strength in science and technology.However,these studies either overlook the particularities of specific developed countries or have insufficient understanding on the scientific and technological strength.This article assumes that there's no necessary connection between the identity as a developed country and strong scientific and technological strength,in which a country's frequency of being recognized as a developed country by global international organizations is regarded as the explained variable,and its scientific and technological strength is regarded as the explanatory variable.Arithmetic on scientific and technological strength is improved according to the basic concepts of science and tech-nology and variable data of 150 sovereign states from 2010 to 2021 were finally collected for linear regression analysis.Analysis results demonstrate that no matter under the circumstances of single variable regression,introduction of control variables and control on country fixed effect,year fixed effect or two-way fixed effect,scientific and technological strength has no significant effect on the frequency of being recognized as a developed country,which reflects the limitation of developed/developing country dichotomy as a kind of country classification approach or objective evaluation scale.
The world today is marked by changes unseen in the recentcentury.The Chinese Communist Party(the Party)and the nation have promulgated the New Development Pattern(NDP)characterized by the"Dual Circulations"which becomes a strategic decision for achieving the Party's"Second Century Goal"and a fundamental principle for the development of Chinese digital economy.This research starts with explicating the concepts of digital economy's industrial chain and NDP to offer a strong epistemological basis for proposing a theoretical framework of the development strategy for digital economy's industrial chain under NDP.In particular,we suggest that the in-dustrial chain of digital economy contains two related and differential elements:industrial chain of digital industrialization and industrial chain of industrial digitalization.More specifically,this research explicates the key issues,strategic goals,strategic bases,and devel-opment paths for industrial chains of digital industrialization and industrial digitalization under the"Dual Circulations".Finally,this pa-per concludes by proposing several supporting policies and measures related to accelerating the research of key core technologies,en-hancing the digital transformation of enterprises,augmenting the open-up policy to a high level,and advancing the construction of"One Belt and One Road"digital platform.
Building a collaborative innovation mechanism in Beijing-Tianjin-Hebei,breaking through barriers between various entities and regions,and forming a long-term innovation cooperation mechanism are key measures to promote high-quality collaborative develop-ment in Beijing-Tianjin-Hebei in the new era.First of all,it points out the problems existing in the process of collaborative innovation in Beijing-Tianjin-Hebei,and expounds the important significance of building a collaborative innovation mechanism in Beijing-Tianjin-Hebei to fundamentally solve the difficult problems of collaborative development in Beijing-Tianjin-Hebei.Then,based on the frame-work of the regional collaborative innovation theory,according to the triple helix theory and the proximity theory,the regional collabo-rative innovation mechanism is constructed from the two dimensions of the collaborative relationship between innovation subjects and the spatial correlation between regions,and the logical structure of the Beijing-Tianjin-Hebei collaborative innovation mechanism is clari-fied.Finally,the Beijing-Tianjin-Hebei collaborative innovation mechanism of"one goal,two wheel drives,three subjects,four gov-ernments,and five collaborations"was constructed,and corresponding policy recommendations were put forward.The purpose of this study is to provide top-level logic for collaborative innovation in Beijing-Tianjin-Hebei,highlight the status of enterprises as the main body of innovation,give full play to the advantages of Beijing's scientific and technological innovation resources,promote the imple-mentation of Beijing's scientific and technological achievements in Tianjin and Hebei,and promote the realization of industrial synergy among the three places.
The scientific assessment of global climate change provides an important basis for global climate negotiations.As one of the most important sources of climate cognition in the world,the IPCC assessment report is an important medium for the interaction between science and politics.The degree of participation of countries and organizations in the IPCC climate change scientific assessment process directly highlights their status in international climate governance.Exploring the characteristics of the assessment leader is of reference significance for China to enhance the participation of international climate science assessment and fight for the discourse power in global climate governance.It also provides ideas for the future strategic layout of China's climate change.Based on the perspective of sciento-metric analysis of the authors of IPCC AR6 report,this paper summarizes the characteristics and rules of the academic ability of the leaders,describes the scientific research and macro policy environment of the active institutions and major countries where the leaders are located,comprehensively reveals the characteristics of the leaders and the status of various countries and organizations in global cli-mate negotiations,and puts forward suggestions for China to improve the quality of relevant personnel training,the ability of interna-tional climate negotiations and fight for discourse power in global climate governance.
