突发灾害应急管理实践表明,响应主体间的合作关系网络可靠性将影响应急响应的效率.本文以"6.24"新磨滑坡作为研究案例,采用文献分析、访谈、关系挖掘等研究方法构建灾害响应过程中主体间的合作者关系网络,重点从社会网络视角对该合作者关系的网络韧性进行量化分析,并对比随机生成的合作网络以及国外类似案例.研究发现,应急响应网络中的关键行动主体履行了救灾响应所要求的责任角色;在应急救援的效率方面,我国的应急救援体制具有制度优越性;指挥部等关键行动者会影响整个合作网络的效率和韧性.因此,在灾后应急救援时需进一步提升整体网络成员中协同救灾的水平,以在救援效率和效果上取得实效.
<span id="ChDivSummary" name="ChDivSummary" class="abstract-text">不同于消费互联网,作为物联网应用的主场,工业互联网的发展还处于初级阶段。除行业知识多样性和企业数字化水平差异大外,还有一个重要原因是缺乏成功的价值共创模式。本文在对50多个国内外企业的工业互联网探索实践进行深入调查/调研,以及价值共创理论进行梳理和分析基础上,剖析工业互联网发展进程与价值过程,研究工业互联网的价值共创模式构建方法 ,提出工业互联网的"三联"价值共创模式,进而丰富价值共创理论。</span>
从价值共创共享的视角,构建具有跨界创新风险和协同合作创新效应的跨界协同合作创新利益分配模型,并划分为合作博弈和非合作博弈两种情景展开分析.基于模型推演,获得了跨界协同合作创新利益分配的3个推论和3个命题.结果 显示:跨界创新风险对于创新各方的努力程度和创新整体净收益存在负面影响.为有效开展跨界协同创新:①应适度跨界;②应激励各方更大的投入(努力);③应加强参与主体之间的协同合作来化解和减弱跨界创新风险.
本文以电力装备制造企业的复杂制造特点作为分析切入点,由此构建一个关于电力装备制造企业制造稳定性、制造柔性与产出业绩内在关系的综合分析框架,重点考察并揭示制造稳定性对电力装备制造企业柔性策略选择以及产出业绩的影响.研究结果显示:制造柔性对电力装备制造企业满足市场需求与提升产出业绩有积极的影响,而制造稳定性和制造柔性的边际成本则是影响电力装备制造企业制造柔性选择的关键变量.较高的制造稳定性和良好的制造柔性边际成本结构有助于电力装备制造企业选择最优的制造柔性水平来应对不确定性的干扰,进而保证产出业绩.最后,论文通过案例分析,对上述理论观点进行了验证,揭示了柔性制造策略对现实中电力装备制造企业转型升级的积极影响.
This paper takes Dongfang Steam Turbine Factory as the case study which is a representative state-owned enterprise in the hardest hit areas of "5.12" Wenchuan earthquake.It uses the case analysis method to study the disaster response and restoration as well as the reconstruction of the case enterprises in "5.12" earthquake from three dimensions of capability, process and result, and analyzes the mechanism of organizational resilience at different stages.The result shows as follows:organizational culture and social network in China's management scenarios play an active role in disaster response process;the organizational resilience of the case state-owned enterprises has an inherent "adaptive ability", and is characterized by "gradual" evolution.
针对现有文献较少关注电信市场竞争、数据业务质量与价格三者之间内在关系这一不足,设计了一个由单个运营商和两个服务提供商所构成的竞争市场,重点考察了竞争条件下的电信数据业务质量与价格决策.模型均衡表明:①运营商对服务提供商的筛选,有助于提升电信数据业务市场质量竞争的充分性.具有质量成本优势的服务提供商,可以通过业务质量的提升将竞争者挤出电信数据业务市场.②当质量成本优势显著时,赢得合作的服务提供商可以选择最适合自身的质量进行电信数据业务创新,并获得最佳的利润;而当质量成本优势较弱时,服务提供商为赢得合作,必须以牺牲利益为代价选择高于最适合自身的质量进行电信数据业务创新.此时,运营商的利润也将相应的提高.③运营商提高价值分成比例会降低服务提供商的积极性,并影响电信数据业务的质量和价格,最终反而可能导致运营商的利润受损.
"5.12"汶川大地震严重破坏了四川汶川县、北川县、绵竹市等地的生态环境,同时,由于地震后效应的持续影响,极大地影响到重灾区的社会经济和人民的生产生活.将土地资源承载力划分为土地人口承载力、土地经济承载力、土地生态承载力三个方面,并分别从三个方面分析关键影响因素,进而构建土地资源承载力评价指标体系.在此基础上,以四川省清平镇为例,通过收集"5.12"地震过后清平镇相关数据,从时间维度上构建基于均方差法的土地资源承载力演化模型,并对结果进行分析,从不同角度为灾后规划和灾后重建提供建议.
环境污染群体性事件对我国创新社会治理、保障国家安全战略提出严峻挑战.根据地方政府提供经济补偿和部署警力两种处置策略,构建了应急处置的优化模型,比较了经济补偿、部署警力妥善处置和处置不当事态恶化的三种情境,分别给出了最优的理论解.最后,结合数值分析方法进一步阐述了理论结论.研究结果表明:经济补偿策略具有事态恶化风险较小的优点,但是容易造成负面的声誉效应.地方政府不依法治理、单纯提供经济补偿的解决思路,从长期上看不利于长治久安.部署警力策略具有经济成本较小的优点,但是处置不当将诱发更大的社会稳定风险.地方政府需要根据具体情境权衡两种应急处置策略.
“5· 12”汶川特大地震属于非常规突发事件,各学科针对其所进行的研究成果丰硕但相对独立,将区域资源环境承载力作为突发事件衍生效应的承灾体可建立融合各研究领域的通道.文章在回顾区域资源环境承载力和地震衍生效应研究基础上,针对特大地震山地型重灾区科学重建的重大现实和理论需求,提出基于地震衍生效应的区域资源环境承载力研究思路,为研究地震灾害衍生效应影响下的区域经济社会可持续发展提供参考.
应急物资调运是应对非常规突发事件的重要环节,本文基于系统动力学,从政府应急管理的视角出发,研究影响应急物资调运速度的主要因素.本文将应急物资按需求分为两类——累积性需求物资和非累积性需求物资,并在此基础上构建了应急物资调运的一般系统动力学模型,并以2005年吉林石化双苯厂爆炸导致的松花江水污染事件为例,以当时最紧缺物资——活性炭的调运进行仿真验证.研究发现:在应急物资的补给过程中,政府对突发事件信息的反应时滞和政府应急物资调度能力起到了决定性作用.研究结果对于政府提高应急物资调运速度进而更好地应对非常规突发事件具有重要参考价值.
认为在突发事件的舆情传播过程中,网络论坛中影响力大的关键节点左右传播的走势.设计一种完整的网络舆情节点挖掘和分类的技术方法,包括原始数据挖掘、数据结构化、节点影响力测算与识别、关键节点论坛影响力计算、关键节点分类等,涉及GooSeeker、Gephi、LeaderRank等算法和软件,并以“7·23动车事故”为例进行具体分析.通过研究揭示出网络舆情的结构复杂性、无标度性、子社区结构等特征,得到“网络名人型”和“事件关注型”两类关键节点的演化规律,对网络舆情的科学应对具有参考价值.
Considering that most of the actual location practice is in a Euclidean plane,this paper studied the constraint mathematical model of online median location problem on the Euclidean plane under the general metric model. By analyzing the structural properties of this problem,this paper designed a polynomial-time competitive algorithm with proven good constant competitive ratio.
针对已有文献均孤立的研究产品创新质量或参与企业相对市场关系对电信业务定价决策的影响,以及未能在价格、质量感知效用、质量设计成本之间建立逻辑一致的联系这些缺陷,建立了业务创新质量(包括感知质量与质量设计成本)、企业相对市场关系与电信业务价格之间的统一分析框架,并考察了模型均衡及性质。结果表明:创新质量可以提升用户支付价格并增加运营系统利润。当电信市场规模较小时,双方同时决策意味着低业务价格、高创新质量和高系统利润,而序贯决策则意味着决策先行者拥有先动者优势;当市场规模较大时,运营商先行决策会带来高业务价格、高创新质量和高系统利润,而作为追随者的服务提供商可通过提升创新质量来改善价值获取,获得后动者优势。
Network public opinion heat is an important factor in the emergencies response process. According to public opinion of the monitoring platform, we construct the method of dynamic classification and grading based on network public opinion heat, and analyze the specific factors such as heat score, turning point, duration time, and public opinion content. The research shows that the adjusted emergency dynamic classification and grading can match with the actual progress of emergencies, which provides reference to the emergencies real-time response.
On-line information dissemination of unconventional emergencies involves original and derivative information, and the continu-ously updated derivative information can significantly affect the evolution of the dissemination. Therefore, to judge the on-line information dissemination development, focus should be given on the identifying and mining of the key on-line information. Using the complex net-work theory, this paper discusses key information mining model of unconventional emergencies considering interacted factorα. Simulation results show the proposed mining model can effectively find the key nodes and/or critical facts of the dissemination evolution in question. The key information mining model can be used to further reveal the evolution and to provide guidance for effective early warning of uncon-ventional emergencies.
Emergencies level is basis for emergency management department to take response measures. Moreover,the network public opinion heat is an important factor in emergencies development.The scale of public opinion heat which contained emergencies level is constructed in this paper.Eight typical case from the perspective of different response level and event type are selected,and data mining softwares like GooSeeker etc.are used to get basic data and obtain the heat value of incidents.By building the chart which reflect the dual dimension factor of response level and public opinion heat,it can be found they have the corresponding relationship ofconsistencyandinconsistency.The rosults show that the scale of public opinion heat that contained response level make the heat of public opinion contact with the government response level,the evaluation index is more perfect.The heat index contribution of response level at the different correspondence is obtained public opinion strategies and propose recommendations are enriched and improved.
The purpose of this paper is to provide a deeper understanding of organizational boundaries with two distinct conceptions of boundaries : power and competence.A research program that focuses on relationships among boundary conceptions is likely to be longitudinal and process based.As a step in that direction , we investigate the case of a company with a 10-year history of rapid development in its industrial sector.This empirical study allows us to propose a process view on boundaries , characterized by an alternative stressing between power and competence , followed by an evolutionary tendency graph.We find that the process continuously exists in each development stage of the firm , displayed by power / competence dominance ," power-competence " shifting , and identifying firm' s boundary.Our core contribution is to provide dynamic imbalance insights and a process view into the theory of organization boundary.We add to our understanding of alternation and coordination of two different behavior logics how firms shape their boundaries.With the strategic perspective , our findings shed light on " ambidexterity " of the inherent relationship between power and competence.We contribute to constructing process of boundary with a dynamic imbalance essence of " power-competence " shifting and alternative dominance.Additionally , our results also add to our understanding of co-evolutionary and stress the motivation of entrepreneur in the progressive evolutionary process.
This paper focuses on the practice of mobilizing key resources to build strategic capabilities based on technological innovation in a textile company in China. We propose an analytical framework on the basis of RBV theory and value chain analysis to determine the pattern of how different bundles of the key resources contributed to the strategic capabilities in our case company. We also adopt a dynamic perspective to explore the evolutionary history of the firm’s strategic-capability-building so as to see the process of how the firm’s key resources contributed to its strategic capabilities. We found that the firm’s technological-innovation-based strategic capabilities were broadly influenced by neither technological resources, nor innovation resources, but organisational culture, human resources and organisational structure, among whom human resources is the most dynamic one. To build strategic capabilities based on technological innovation, firms need to pay as much attention to foster, organise and mobilize their human resources, organisational culture, and organisational structure as, if not more attention than, they pay narrowly to technological resources and innovation resources.
The core of emergency management is emergency decision-making, and the premise of emergency decision-making is information processing. Online information processing has a decisive role in the process of the development of unconventional emergencies, and the research on the low of evolution and propagation about online information has an important role in the effective prevention and control of unconventional emergencies. Through the research review, it can sort out the direction of future research and play a positive role in promoting the work on unconventional emergency management.
Unconventional emergencies have attracted widespread concern in academic field due to its high uncertainty, huge destructiveness and complex management, and studies on unconventional emergencies shall change from “prediction-response” to “scenario-response”. By taking the life-rescuing of Dongfang Turbine Co., Ltd. in Wenchuan Earthquake for example, this paper divides scenarios in accordance with the specific investigations, and proposes several considerations about the unconventional emergency scenario study.
