The article explores the financial aspect of managing regional development projects in the context of strategic planning and socio-economic challenges. Particular attention is paid to project financing, their role in investment incentives for regions, infrastructure modernization and human capital development. The object of the study is practical mechanisms for financing projects aimed at the socio-economic development of regions. The authors analyze the main sources of funding, the role of the State Fund for Regional Development (SFRD), and co-financing mechanisms from local budgets. The authors consider the impact of project financing on regional development, taking into account current economic and social circumstances, including military challenges. Particular attention is paid to the strategic management of financial resources, which allows achieving long-term sustainable development of territories and reducing territorial disparities. The model of regional development project management has been improved, reflecting a systematic and strategic approach to the financial support of regional initiatives, with a focus on efficiency, transparency, multichannel financing, risk management, and institutional capacity, which ensures its adaptability to the challenges of modern regional policy. The proposed approaches can be used as a basis for the development of regional development strategies focused on achieving social justice and economic efficiency. Analyzing the research of scholars, it has been found that most of them focus on the need to attract alternative sources of funding. This will increase the financial capacity of local budgets by 20–30% compared to traditional approaches. Some models of interregional financing adapted to the conditions of Ukraine demonstrate a 25% increase in resource efficiency due to the digitalization of infrastructure project management. The article also emphasizes the importance of cross-sectoral cooperation and partnerships between the public, private and civil society sectors in project financing. The presented results are of practical importance for local governments, think tanks, and regional development policymakers. In the context of European integration processes, the application of the best European practices in financial management at the regional level is becoming increasingly important. The implementation of innovative financial instruments can enhance the adaptability of regional systems to external shocks. The results of the study can serve as an analytical basis for further scientific developments and implementation of effective state regional policy.
The COVID-19 pandemic exposed significant limitations in global healthcare systems, particularly in rehabilitation, where growing demand from age-related conditions has accelerated the integration of technology. This study aimed to analyze the development ofscientific output on rehabilitation technology, focusing on publication trends, geographic distribution, and subject area categorization. A mini-review was conducted using the Scopus database, covering relevant articles published from 1995 to 2023. The compound annual growth rate (CAGR) was calculated to assess publication trends over time, and publications were categorized by document type, country, region, and subject area to identify key contributors and thematic research areas. The search yielded 2,771 entries, with an overall CAGR of 19.57% from 2000 to 2023, though the growth slowed to 9.30% in the most recent period (2020–2023). Europe contributed the largest share of publications (41%), followed by North America (24%) and Asia (19%). In conclusion, while the field experienced strong overall growth, the recent post-pandemic decline indicates reduced momentum. The disparity in research output between developed and developing countries highlights the importance of increased global support. Addressing these challenges will be important for sustaining future growth and fostering innovation.
Формування, зміна чи модернізація системи оплати праці залежить від правильного вибору процедури проектування нових систем оплати праці. Розробники нових систем повинні визначитися з послідовністю досліджень у межах кожної фази, що необхідна для їх створення й реалізації. Вони можуть відрізнятися залежно від ситуації, проте у своїй основі є аналогічними. У статті визначено фази проектування нових (модернізованих) систем оплати праці. Кожна фаза (підготовча, проектна, тестування та впровадження) має своє наповнення. У підготовчій фазі проектна група розпочинає свою роботу з вивчення основних напрямів стратегії оплати праці, що визначені менеджментом підприємства й цілей розвитку організації та її структурних підрозділів. Далі потрібно провести аналіз наявної системи оплати праці в об’єктивному й суб’єктивному розрізі, щоб дати відповідь на питання чи вона відповідає цілям і напрямам, що закладені в стратегії оплати праці та розвитку підприємства. Фаза проектування розпочинається з розгяду напрацювань підготовчої фази, визначення об’єкта та суб’єкта системи оплати праці. Другим важливим елементом проектної фази є фіксація діапазону суб’єктивного розрізу, тобто відповіді на питання, потрібна повна чи часткова зміна системи оплати праці, а також визначення складових частин оплати праці і їх пропорційної залежності, форм оплати, принципів їх формування, джерел фінансування оплати праці відповідних структурних підрозділів. Тестування може здійснюватися в різних формах, залежно від обставин (ситуації). По перше, у формі проведення консультацій із керівниками різних щаблів управління та представниками структурних підрозділів, де впроваджуються зміни. По друге, потрібно змоделювати ситуацію щодо функціонування нової системи оплати праці в окремих підрозділах і групах працівників. Для цього можуть бути вибрані й окремі робочі місця. Нова система оплати праці, як і будь-який інший продукт, вимагає просування, маркетингу, переконання зовнішніх клієнтів чи працівників підприємства в її необхідності, тобто позитивному сприйнятті. Позитивне сприйняття системи – це половина успіху її реалізації. Розпочинати потрібно з навчання та інформування про зміни. Це полегшує розуміння нової чи модифікованої системи. Це забезпечується у фазі впровадження. Треба мати на увазі, що зміна системи оплати праці може стати на заваді в реалізації інших планів і проектів, тому потрібно чітко визначитися з часом її впровадження.
