Objective To deeply understand the status, achievements and issues of Health Supervisory system. Meth?ods Focus Group Discussion and questionnaire survey are used to collect views and suggestions about Health Supervision system development. Results The issues existing in the field of health supervision include:institutional nature is not clear;the name of institutions is not uniform;function of different levels of institutions is not clear;personnel is insufficient , and the quality needs to be improved;the funding is not enough, some agencies still charge for their livelihood;housing and equipment could not meet the requirements;institutional reform leading to weakening functions and unstable team;health laws and regulations lag behind;the lack of the necessary technical support in the enforcement process. So interviewees ex?pect a new round of institutional reform to solve these problems and to strengthen role of health supervision. Discussion Health Supervision system faces many problems, top-level design is very essential. Specifically, the nature of institution should be defined, the functions should be made clear, the personnel and the funding should be strengthened to further im?prove the Health Supervision system.
Objective To define the problems in the field of health supervision and classify them according to the Mac?ro-Model of Health System, and then to define key issues according to the result consultation. Methods Literature review is done to collect issues of health supervision, and the Macro Model of Health System is used to classify issues. And intention investigation is used to define the focus of issues. Results The key problems of Health Supervision system include:Inade?quate number of personnel, the law enforcement agency is incompatible with the institution nature, the weakening of health supervision function resulted from functional adjustments, lack of financial investment, Health Supervision system reform lags behind the economic reform, which Problem 1, Problem 17 and Problem 34 are also among the problems that are diffi?cult to solve. Conclusion In order to solve the key issues in the field of health supervision, top-level design is very essen?tial, and multi-sectoral cooperation is also very important. Specifically, the nature of institutions and institutional functions should be defined clearly. And personnel building and financial investment should also be strengthened.
目的:确定卫生监督效能评价指标体系各级指标的权重,为卫生监督机构效能评价提供参考.方法:采用德尔菲法(Delphi),编制卫生监督效能评价指标专家咨询问卷,咨询所选取的专家团队是来自上海卫生监督机构的23名专业人员,共3轮咨询.回收的资料使用Microsoft Office Excel 2007建立数据库,运用SPSS18.0统计学软件进行统计学分析.结果:回收有效问卷23份,专家积极系数为100%;平均权威系数为0.72;三个级别指标的协调系数依次为:0.835、0.916、0.942,P值均小于0.01,差别有统计学意义;确定了卫生监督效能评价体系各指标所占的权重.结论:采用德尔菲法科学确定了卫生监督效能评价指标体系各指标的权重,且研究结果具有可靠性,可为卫生监督机构效能评价提供参考依据.
目的:了解昆山市卫生监督机构人员教育和培训的现状.方法:设计卫生监督机构人员调查表,对2006~2012年昆山市卫生监督机构从业人员教育和培训情况进行调查.结果:昆山市卫生监督人员人均培训31.91学时/年,其中2011年人均培训最多,为54.33学时;在培训内容上,综合性培训和法律法规知识等执法基础培训学时数最多,分别占49.03%和28.92%;培训形式以本单位培训为主,培训人次和培训学时分别占87.69%和48.81%.结论:2006~2012年昆山市卫生监督人员培训力度不断加强,培训学时呈逐年递增趋势.培训内容和形式灵活多样,全面提升监督员综合素质.建议进一步加大卫生监督人员培训力度,增加专业知识培训学时数,全面提高卫生监督员执法能力和综合素质水平.
目的:通过对昆山市卫生监督机构人员配置情况的调查,分析人员配置结构及问题,为建立一支适应卫生监督体系建设现代化要求的队伍提供科学依据.方法:通过调查表,对昆山市卫生监督机构从业人员的基本情况进行调查,对得到的调查数据从年龄、学历、职称及所学专业等方面进行统计和分析.结果:昆山市卫生监督人员数量逐年增加,2012年达到150人,其中事业编制占90.21%,人员平均年龄为34.29岁,大专以上学历占92.31%,中级以上职称占44.06%,预防医学专业和法学专业分别占84.62%和33.57%,全市卫生监督人员综合素质评分平均得分为7,76分.结论:昆山市卫生监督人员以年富力强的中青年为主,年龄结构较为合理,学历水平较高,专业构成和职称分布较为合理,监督人员整体综合素质水平较高,但人员总量相对不足.建议进一步增加人员配置,加强培训,建设成一支高素质的复合型卫生监督队伍.
上海市闸北区残疾人辅助器具组合适配项目效果评价研究采用“政策制定科学程序”和“结构—过程—结果”原理,综合运用定性定量的方法,评价闸北区残疾人辅助器具组合适配的资源配置情况、实施过程及实施效果,分析影响辅助器具组合适配效果的因素,并探讨相应的解决措施。
The Assistive Devices Program was funded and supported sufficiently, and improved the qulity of life of the disabled per-sons significantly (scores of SF-36). Most disabled users were satisfied with the Program. Some problems, such as inefficient way of work-ing, undefined screening standards, lack of integrity of the assessment content, limited categories of assistive devices and home modifica-tions, unavailable follow-up services, needed to be improved.
Objective To evaluate the internal reliability of Psychosocial Function Evaluation for mental disabled people in day care unit. Methods 16 participants were evaluated twice by the same rater (social worker) in the unit at the Permanent stage and the Steering stage. Results Cronbach's α was greater than 0.7 in the both evaluation. The Spearman correlation coefficient between each dimension and total score were between 0.502 and 0.869. Conclusion The internal reliability of Psychosocial Function Evaluation is satisfactory for mental disabilities.
Objective To obtain the data of the administrative and logistic staff,to analyze the problems and provide evidences for the health inspection personnel development.Method Census was used to obtain the data.Result The average number of the administrative and logistic staffs per inspection agency was 6.19;The majority of the personnel were between 30 and 49 years old;The majority(35.49%) graduated from technical schools;The personnel without graduate degree made up 64.26%;Health inspectors mainly obtained their degrees in public health and preventive medicine majors,and the proportion was 18.87%.Conclusion The age and major distribution of the administrative and logistic staffs in the health inspection agencies are irrational,the level of their degrees and education is low,and even worse in Middle and Western China,and the differences of majors among different regions and levels are big.
Objective To obtain the data of the health inspection positions for medical institutions and blood collection and supply and their personnel,to identify problems and provide suggestions.Method Census was used to obtain the data.Result The proportion of health inspection agencies with health inspection position for medical institutions is the lowest in the east and at the county level;the proportion of health inspection agencies with health inspection position for blood collection and supply is the lowest in the middle and at the county level,and the average number of blood collection and supply health inspectors is less than two per agency;the majority of health inspectors graduated from technical school;most of them have no degree;health inspectors mainly obtained their degrees in public health and preventive medicine and clinical medicine.Conclusion The number of inspectors is still not enough,we need to increase the number of personnel.Part of the inspectors have low level of academic degrees,and there are many inspectors have no expertise.
