Building a circular agricultural system that couples crop and livestock production can mitigate environmental problems caused by excessive fertilizer use and large-scale manure discharge while improving the resource recovery of agricultural wastes, thereby delivering both ecological and economic benefits. This study measures the level of crop-livestock integration (CLI) in the Huang-Huai-Hai region of China from 2010 to 2023 and empirically examines its impact on food security using two-way fixed effects models, mediation models, and instrumental variable approaches. The results demonstrate a stable and significant positive relationship between CLI and food security, mainly through three mechanisms: enhanced resource allocation, reduced environmental emissions, and improved agricultural income. Spatial heterogeneity analysis further shows that the enabling effect of CLI on food security is particularly strong in areas with relatively weak economic foundations but favorable agricultural production conditions. Based on these findings, this study proposes targeted policy recommendations to strengthen food security through the advancement of CLI.
Corn and pig farming are representative sectors of China’s crop production and livestock industries, respectively. The spatial relationship between these two industries is of great significance for coordinating crop–livestock integration and promoting sustainable agricultural development. Therefore, this study takes corn and pig farming as focal points to examine the spatiotemporal coupling and evolutionary characteristics of these two industries and to identify the driving mechanisms underlying their spatiotemporal coupling relationship. The study results showed the following: (1) The production center for pigs is situated in southern China, whereas the corn production center is located in northern China. Temporally, the corn production center continues to shift northward, while the location of the pig production center remains relatively stable. (2) The national-level coupling development index for corn and pigs exhibits a declining trend with fluctuations and significant regional disparities. The lowest coupling development index is observed in northeastern China. (3) The “corn–pig” production balance coefficient categorizes northern regions as “more grain, fewer pigs” and southern regions as “more pigs, fewer grains”, demonstrating a persistent spatial mismatch between corn and pig production across North and South China. (4) The abundance of alternative feed grains, established industrial infrastructure, and climatic conditions are key factors driving the sustained north–south separation of these two industries. These findings provide insights into the spatiotemporal dynamics of corn and pig production in China, clarify underlying driving mechanisms, and offer valuable guidance for policy optimization aimed at enhancing crop–livestock integration and sustainable agricultural development.
High-level government governance is the support and guarantee for achieving high-quality economic and social development. This study identifies the impact and mechanisms of tax revenue sharing on local government governance from theoretical and empirical perspectives. It is found that the increase of tax sharing ratio of city and county governments can trigger financial incentives and effectively improve the level of local government governance. At the same time, the increase of tax sharing ratio can also improve the public expenditure structure of local governments to enhance the level of local digital infrastructure construction so as to strengthen governance efficiency.
Political decisions are increasingly based on local innovations. This article aims to reveal the role of argumentation in making a new idea stand out from the competition of a flood of policy ideas for national adoption. It traces the case of agricultural outsourcing in China and identifies the consecutive phases of classification, evolution, and construction. The finding is that a parallel argument structure was formed, which extends the traditional argument structure by constantly referring to an existing national policy, in this case land use rights transfer. The implication is that a more intentional use of argumentation is needed to impress policy-makers.
农村电商产业为乡村振兴创造了新动力.地处西北内陆的新疆尉犁县在多元协作下实现电商产业从零到有的突破,并使其发展壮大,是农村电商产业助力乡村振兴的典型案例.本研究结合行动者网络理论与网络化治理理念构建理论分析框架,解释新疆尉犁县电商培育发展过程中多元主体的行动逻辑,分析以核心行动者为代表的治理网络的发展过程;主要贡献在于,提出较为明晰的分析框架,在梳理新疆尉犁县电商发展经验的案例基础上,归纳总结农村电商产业从构建网络到发展网络的发展路径,为我国偏远农村地区培育电商产业,实现乡村振兴目标提供经验借鉴,并思考农村本土电商可持续发展的难题与解决之道.
易地扶贫搬迁和集中安置打破了搬迁移民原有的生活、社会和生产关系,引起其生活空间压缩化、社会空间原子化、生产空间高成本化等变化,对后续发展中的"稳得住""融得进""能致富"三个关键问题形成了较大影响和冲击.面对三重冲击,"十四五"以来,各地在优化搬迁移民的生活空间、社会空间和生产(就业)空间三方面积累了一些可复制、可推广的经验和做法.借鉴现有经验做法,未来再造三重空间推动易地搬迁后续高质量发展的基本思路包括:双管齐下再造生活空间,促进搬迁移民"稳得住";体系化建设再造社会空间,促进搬迁移民"融得进";"三业"结合再造生产空间,推动搬迁移民"能致富".
征地冲突对社会和谐与稳定有极大的负面影响,因此,如何减少和化解征地冲突是学界关注的重点,也是基层治理面临的重大挑战.运用制度适应理论对长沙市高新区的征地实践工作进行分析发现,其制度文本与地方情境之间存在较大差距,埋下了征地冲突的隐患.为此,该地基层政府通过基层治理实践,弥合二者之间的鸿沟,短期内有效减少了冲突,提高了征地效率,但从长远来看,制度弹性被进一步拉大,会对征地的严肃性和公正性造成冲击.其政策启示是:一方面,政府要进一步完善征地制度文本,保障政策威信;另一方面,也需重视情境性与动态性,灵活实施具体策略,科学组合治理工具.通过双向着力,真正做到依法行政,实现更有效的基层治理以解决征地冲突问题.
博士后研究人员作为国家培养的青年高层次创新人才和国家科研力量的后备军,是我国社会建设发展的重要力量.然而有近一半的社会科学类博士后没有从事科研工作,出现了出站就业去向与博士后培养初衷不匹配的问题,其择业动机值得关注.运用扎根理论研究方法,对20名不同出站去向的社科类博士后人员进行深度访谈,探索其就业影响因素及作用机制.以帕森斯的特质因素理论为基础,发现社科博士后的就业选择受到个人特质、工作因素和外部干预的共同影响,并归纳各去向博士后的择业关键词,高校及科研院所去向博士后的择业关键影响因素为“理想”,企业去向博士后为“钱途”,机关事业单位去向博士后为“稳定”.最后从博士后的招收、培养和使用方面提出建议与对策.
面对新冠肺炎疫情这起突发重大公共卫生事件,为了深入探讨社区如何"作战"及网格化管理在其中所发挥的作用,本文从社区建设的制度背景中挖掘其本质属性并从网格化管理的源起与定位出发,梳理理想设计下网格化管理的功能体系.以来自北京某社区的"底层叙事"为分析脚本,探讨疫情防控场景中网格化功能的发挥与局限,发现政府管理与群众自治之间功能性分权不明晰是网格化管理运作中多重悖论的症结所在.最后提出厘清管理与自治之间的界限,并在此基础上建立网格链接机制,是基层治理实现积极转变的有效途径.
作为具有漫长行政链条、幅员广阔的国家,基层各主体利益多元导致的基层政策执行偏差长期存在,而基层政府创新则在现有政策动员基础上,提供了促进国家政策执行的新手段.本文以X县基层组织创新为例,采用"制度适应"机制分析框架,通过访谈和二手资料分析等方法,深入剖析基层政府创新的动力机制,以解决承载高度政治承诺的统一性国家政策执行的"最后一公里"问题.本文发现,基层政府的创新离不开对国家政策执行宏观基础条件与微观政策场域的双重评估;在接踵而至的国家战略和持续问责压力背景下,当之前政策绩效与政策要求存在较大差异、产生多维不适应时,基层政府将通过"制度适应"机制而创新开展政策动员,以规避上级政府可能对本地持续的负面注意力,即弥合"文本-情境"的不适应便是制度创新的主要动机.本文的意义在于采用的制度适应机制框架丰富了政策创新研究的分析视角,充实了基层政府创新的动力机制.
Pandemic prevention and control have become a top priority for local governance. This paper explores the governance logic and patterns in Hubei, Zhejiang, and Henan in China. Under the analytical framework (constituting decision-making and implementation capability, the effectiveness of information dissemination, infrastructural capability, the capability to coordinate horizontal departments and organize civil society, the capability to deliver services, and professional and innovative capability), governance behaviors embody different governance logics. Hubei embodies a traditional administrative-led bureaucratic system, Zhejiang realizes an inclusive public governance logic that relies on professionalism and innovation, and Henan exhibits a typical grassroots mobilization governance model based on mass participation. Speed, transparency, penetration, breadth, warmness, and intensity should be reflected in local officials’ behavior. Local governments are required to be given sufficient decision-making space, local administrative agencies and officials are required to have professional qualities and skills, and local governance should be understood under a new comparative path that explicitly incorporates local specificities.
Young people across many societies face considerable barriers to the transition toward independence. Moreover, young people are likely to have vastly divergent experiences and outcomes depending on their tenure. In providing a contextual analysis that gives consideration to the institutional pattern and its association with socioeconomic status, this article presents a qualitative study based on a unique data set of 83 housing stories to explore housing differentiation and homeownership among young professionals in Beijing. Drawing from an analytical framework of structural and individual abilities, this article explores how household registration, work units, marital status, and parental support affect housing differentiation. Under the superposition of structural advantages that determine homeownership accessibility and individual capacities that determine levels of housing tenure, housing differentiation is highlighted and even intensified among young professionals. The implication is that the state should focus on the structural factors to reduce the effect of housing differentiation and address housing problems for as many young people as possible.
Various policy initiatives have been launched to spur innovation in China. They include pilot cities, self-dependent demonstration areas, and comprehensive reform zones. By reviewing the policy formulation processes of these initiatives, we describe the distinct features of experimentalist governance in China. And, we add to policy process theory by analyzing their authority distribution, strategic objectives, and policy goals and instruments. China's pursuit of its innovation strategy has caused three experimentalist governance patterns to emerge. The cities explore policy alternatives through adaptive reconciliation. The regions test policy instruments through selective recognition. And, the central government uses hierarchical experimentation to deploy its policy frameworks. Through the temporal and spatial interactions of China's multilevel governments, these patterns have shaped a progressive approach to the formation (or reformation) of the nation's innovation policy.
为解决中国城市建设用地扩张过程中出现的无序、不平衡、不充分等问题,需厘清城市建设用地扩张的驱动因素.区别于以往研究对理论框架和城市间异质性关注的缺失,本文以35个大中城市为研究样本,分组实证分析不同城市用地扩张驱动机制的差异.结果显示:第一,居民收入水平、城市人口数量和交通条件是影响城市建设用地扩张的三大重要因素;第二,农业地租水平及中国特色的土地财政制度对城市建设用地扩张影响较小;第三,不同类型城市建设用地扩张的驱动因子差异显著.有鉴于此,各地政府应按照城市发展目标,着力提高居民收入、吸引人才及完善交通道路设施,因城施策,科学合理地规划城市建设.
中国保障性住房体系构成了包含政府、房地产开发商、金融机构、各界民众、专家学者等多元主体的网络结构.从政策网络理论视角看,当前中国保障性住房政策网络存在如下结构性问题:各主体在利益追求、身份地位、资源占有量等方面差异悬殊,由此引发主体间互动不畅、政策网络开放程度不足,最终导致政策网络效果不佳.由此,构建一个更为开放的保障性住房政策网络,促进利益主体之间更多的协商与合作,促进信息、资源的自由流动和合理分配,成为政策网络的治理目标所在.根据新型政策网络模型,可从疏通网络层级间的连接机制、为主体间互动构建沟通机制、整合主体间价值认知体系等三个方面对中国保障性住房政策网络进行优化.
Considering the importance of waste sorting and treatment in the development of an ecological civilization, empirically evaluating the environmental impact of such programs is particularly important. This study uses Xiao'er Township in Gong County, Sichuan Province, China as a case study to analyze and estimate the carbon emission reduction effects of the township's pilot waste sorting program. Using the five-point sampling method, samples of waste are collected, reviewed, and measured for their major components and other key indicators. Additionally, questionnaire surveys and interviews are conducted in the township, along with investigations into existing records and other relevant information. The study adopts the solid waste management-greenhouse gas (SWM-GHG) calculator to study the township data. The case study results imply that proper waste sorting and treatment methods in villages and townships could play a major role in the reduction of carbon emission. Specifically, after implementing waste sorting in Xiao'er, annual carbon emissions were reduced by 2081 tons—equivalent to the electricity consumption of a family of three people for 1718 years, or the amount of CO2 emitted by 264 1.6L vehicles driving once around the Earth. In the optimal scenario simulation, increasing the recycling of wet waste and recyclable waste further, the level of carbon emission reduction in Xiao'er could reach up to 4482 tons per year. According to the international general carbon trade price, this is equivalent to adding 44,820 US dollars to the GDP, or to an annual saving of 5.71 million kWh. If these waste management methods are expanded to villages and townships across China, then the carbon emissions reduced in a year would be equal to the CO2 emitted from electricity generation in Beijing for over a year. Based on these findings, this paper provides three policy recommendations for effective carbon emission reduction: increasing residents' environmental protection awareness over the long term, boosting funding support and enhancing the construction of supporting facilities, and strengthening governance and institutional capacity for waste sorting and treatment.
Young people and their housing conditions are closely linked, since housing determines whether an individual can lead a smooth transition from dependence to independence. Nevertheless, young people across many societies face growing problems in achieving this transition, which can be attributed to rising house prices and the lack of affordable alternatives to homeownership. Moreover, young people are likely to have vastly divergent experiences and outcomes depending on their tenure. This paper explores these issues in relation to young people in Beijing. The paper argues that the housing issues in Beijing have distinct local characteristics. Drawing on a unique dataset of 83 housing stories, this paper explores housing differentiation and experiences amongst young, promising middle-class people in Beijing. This paper attempts to answer the following research questions: What factors contribute to young people's access to homeownership in light of the rising house prices in Beijing? How is homeownership differentiated by different classifications? The answers to the research questions are the key to understanding the differentiation of homeownership amongst young, promising middle-class people in Beijing.
