Operation quality and safety closely connected with patient's health and life.By using informationization platform,establishing a management system,development of surgical grade directory,specifying surgeon permissions rules,implementation of the grading surgical management,the medical safety was ensured.

Depending on No.1 project for military health,we took information systems as guidance to strengthen the information systems,reinforce software and hardware foundation,improve structure and procedure,explore the practice of hospital information systems construction.The article also discussed the main methods of solving the following problems,which included assuring the medical quality,improving the level of serving the servicemen,advancing the efficiency of hospital management,which promoted the scientific development of the hospital.

医疗质量是医院建设发展的生命线,也是医院管理的永恒主题[1,2].近年来,我院在上级党委机关的正确领导下,深入贯彻科学发展观,紧紧抓住内涵质量建设这条主线,锐意改革、开拓创新、真抓实干,使医院全面建设保持着良好的发展势头.

2005年以来,全军第二代野战卫生装备大量配发医院,为加强野战医疗装备管理,我院专设了装备场日,彻底解决了野战医疗装备存在的建设与管理脱节、人员技术与维修保养脱节、保障需求与训练脱节等问题,切实提高了装备的完好率和使用率,我们的主要做法有以下几点.

The article introduced the contents,function and application of subsidiary decision support system for hospital rational medication diagnosing and treatment.The system was composed of information inquiry center,instantaneity auxiliary decision-making hints,patient attribution recognition,control section online supervising and managing medicine to guarantee,the new rural corporative medical insurance,the rational application of serviceman diagnoses and treatment,meditation monitoring data analysis,the data maintenance,constitutions and so on.The functions included information inquiry,the patient attribute recognition,the instantaneity assistance decision-making prompt,the patient pre-settlement expense share,online supervision and management,data statistical analysis,which enhanced the level of rational medication and diagnose,promoted the comprehensive competitive of hospital.

截至2010年5月,北京军区已派出九批维和医疗分队赴利比里亚执行联合国维和医疗任务。由于任务期只有8个月,各批次医疗分队更迭频繁,加之维和期间各项工作标准流程及医疗护理质量管理方法等均由执行任务单位自行制订实施,缺乏统一标准,导致任务期各批次医疗分队工作效率低、工作难度大、人力物力浪费等问题日益凸显。本刊特邀编委、北京军区第九批赴利比里亚维和医疗分队队长、解放军251医院王炳胜副院长率队圆满完成任务归来后,就上述问题进行了深入思考,特组稿对维和医疗分队管理、装备、工作流程、任务区疾病特点、维和人员心理疏导等方面进行总结、探讨,以期为今后各批次分队更高效地完成维和医疗任务提供借鉴。

近年来,医患矛盾不断激化,殴打医务人员的恶性医疗纠纷层出不穷,极大地损害了医患关系。如何正确处理和解决各种重大医疗纠纷,是摆在各级医院管理者面前的紧迫任务。本文就医疗纠纷的现状进行分析,提出医院应建立组织领导与职责分工、三级预警机制及现场处置的医疗纠纷应急机制,以期能够积极有效的应对和化解重大医疗纠纷,防止发生不良群体事件,维护医院正常的医疗秩序。

2006年4～12月,我们随中国第4批维和医疗分队在利比里亚执行二级医院维和医疗任务.联合国维和二级医院在任务、人员编制及设备配置等方面与野战医疗所有相似之处,结合利比里亚中国维和二级医院开展眼科工作的实际情况,现就有关问题报告如下.

随着科学技术的快速发展,医疗活动对检验仪器设备的依赖性越来越强,仪器设备成为衡量一个医院技术水平的重要因素.维和医疗分队赴利比里亚执行维和任务,由于任务区是处于亚战争状态下的野战环境,开展医疗卫生保障工作困难较大,检验仪器设备的装备与维护远不同于国内.同时本专业也是联合国战备核查的重中之重,我院担负着四战区维和部队人员的医疗保障任务,责任重大,任务艰巨,检验装备的技术和质量的更新应该有所考虑,本文即对该种情况进行初步探讨.
