This article chooses some American community libraries as research object and introduces the service content of American community libraries,then classify the service contents by troditional service,new types of service and extended service, analyzes and summarizes them one by one. At last,combining with the domestic community libraries development that gets enligtment from service concept,resource construction,self propaganda and activity forms.

Construction of "four modernizations and amphitypy" and service—oriented government requires the government to comply with requirement of the information age,to respect the right to know of the people,rely on modern communication equipment and network technology,to strengthen the administrative information public through various ways. In recent years on the basis of deepening rerorm Hunan province pay high attention to administrative information public that related institution setting, system mechanism, way have achieved good results. There are some remains to be improved . In order to advance construction of "four modernizations and amphitypy" service—oriented government need to promote and enlarge administrative information public by information support.

以湘潭市为例,通过调查走访,了解农家书屋目前的建设现状与问题.通过调查结果分析,目前农家书屋建设的问题主要表现在资金供给不稳定、开放时间不固定、阅读活动形式少、文献资源结构差、管理制度不科学等方面.建议从扩大资金渠道、增加培训机会、创新活动形式、统一管理制度4个方面来改进农家书屋建设存在的问题,促进农家书屋的可持续发展.

概要介绍了湖南省政府网站建设的基本情况和《中华人民共和国信息公开条例》颁布后对政府网站建设的促进作用。重点分析了当前信息公开方面存在的主要问题:《条例》对政府信息公开范围界定不明确严重阻碍了各地信息公开制度的发展;公职人员责任意识和服务意识淡薄、信息公开透明度差导致群体事件频发;尚未建立有效的信息服务机制,缺乏有效的监督制度。最后从加强立法、提高公职人员的责任意识、建立面向公众的信息服务机制、建立有效的监督制度等方面提出了针对性的对策建议。

权重确定是决策和评价的重要环节。文献[1]基于粗糙集条件信息熵的权重确定方法是为了避免冗余属性权重为0的情况,但是该方法得到的冗余属性的重要度却高于非冗余属性的重要度。通过对文献[1]粗糙集条件信息熵权重确定方法的分析,找出相矛盾的原因,并讨论了属性重要度优先级队列的构造,进而在此基础上提出了以粗糙集的代数理论为基础的粗糙集条件信息熵权重确定的改进方法。

To solve the topic drift problem in web information extraction effectively,a new computation of entropy based on web page is proposed.The information within local page and same information distribution between websites are considered completely to greatly guarantee improving the precision.Calculating entropy of web information block in web information extraction is used to verify this al-gorithm and the result of simulation,which is compared to other well-known algorithms,indicated that this algorithm is better than several other algorithms in both precision of calculating entropy and distinguishing between related information blocks and unrelated in-formation blocks.
